Hone a deeper understanding of conceptual frameworks from a political standpoint in thinking through the issue from the view of your stakeholder organization. While typically political analysis will not explicitly be presented in the briefing, the positioning of the issue and approach to analysis should reflect the stated mission and values of your chosen organization.
Hone writing and visual presentation skills through development of a political briefing on the group project topic. This policy briefing will be a combination of text and figures that discusses the issue or policy that you are analyzing.
Practice research skills and learn how to employ evidence appropriately from diverse sources to support an argument (legislative, government agency, advocacy, scientific, documentary sources).
Assignment Overview
With the first conceptual briefing, we looked at “where we were at” from a policy development standpoint. With the second conceptual briefing, we now turn to “where we want to go” and address obstacles that may influence or impede development and implementation. The second conceptual briefing should refine and build upon the first team presentation, but now address political considerations. Remember, the quality of the briefing will be substantially improved if all team members have done the readings in advance and considered which ones apply to the case at hand prior to developing the briefing.
The briefing should be ten minutes in length. The goal is to demonstrate your ability to apply theoretical concepts related to policy formulation and implementation in a manner that elucidates and helps come to judgment on your topic. Each student should produce a couple of slides that identify concepts from the readings that you find important to understanding of the issue. Due to time constraints, it will be necessary to synopsize the most important material from the earlier briefing. Build on these important points to show how additional readings illuminate the issue:
In one or two slides, review the “harm/problem” and the most important policy context (e.g., current, recently enacted, or proposed policies). Do not provide a tremendous amount of detail as the audience should remember this from the previous presentation.
Policy context. For an issue in the “formulation” stage, note current law and discuss how the proposal differs. For an issue in the “implementation” stage, discuss the recent changes and how they compared to the history prior to the change(s). Justify the analysis by providing relevant historical and institutional context; as necessary, discuss evolution of the issue.
In one or two slides, refine and summarize the political analysis based on feedback. Focus on one or two concepts and apply them to your case. For example, you might apply the policy streams model to consider which political factors support(ed) change, or discuss how the social construction of target populations affects politics. You could describe the power and stability of important advocacy coalitions, discuss what factors may have created “punctuated equilibrium” over the history of the policy, or discuss institutional and knowledge constraints that support incrementalism.
In the remaining 4-to-6 slides, discuss a few key concepts from the remaining readings as they apply to your case. You need not discuss them all; the trick is to identify several that are most relevant and apply them to the case insightfully. Some examples of applications your group might consider:Consider implementation resources/obstacles that will influence implementation;
Apply Matland to consider how ambiguity and conflict play out in this arena. For example, how might conflict in the political stage lead to ambiguity in implementation? What style of implementation do you expect and how might this play out?
Design a logic model that backward- or forward-maps between inputs and programmatic outcomes or impacts to structure implementation assessment or formative evaluation;
Identify how line workers, managers, and other stakeholders might influence implementation;
Develop a stakeholder analysis with attention to the resources, role, and influence in both formulation and implementation;
Establish criteria and/or processes for a proposed participatory engagement in implementation or assessment.
Approach and Format
The conceptual briefer should make use of visual elements with narrative text to support theories and application to the issue, in the form of a Microsoft PowerPoint or Prezi presentation software. The visual aids (and data visualizations) need not be fancy, but they must be analytic, well-structured and legible (e.g. no photos). Make written notes as appropriate on the slide notes or narrate the presentation and keep in mind that this is a substantive analytical assignment. You will upload the presentation to TurnItIn for credit. Grading will be generally assigned to the team but faculty reserves the right to assign individual grades for lack of participation, lack of intellectual contributions or especially outstanding individual application of theory to practice as exemplified for the issue.
